fix(i18n): Siri phrases as the string sets Xcode expects

The phrases catalog was written by hand with one key per phrase. Xcode
keys it differently — one entry per App Shortcut, named after its first
phrase, holding the set of all its phrases — and on its first build it
converted the French source to that form, left the first phrase of each
shortcut flagged "needs review" in the 13 other languages, and the
translations of the other phrases under keys no longer attached to
anything.

Rewritten in Xcode's form with the same translations: three entries,
each language carrying every phrase of the shortcut. The Siri training
data generated at build time lists all seven phrases in each language.
